Another theory series Answered PH might come

Recently on club penguin rookie said on the newspaper that he would help plan the fall fair and then he sent all epf agents a message saying that he would help plan the fall fair. If he is going to help plan then who will be with us penguins during the actual party? Will it be him or will it be another mascot. Or could it possibly be no one. Making no one come during the fall fair will sure get club penguins ratings low. So obviously someone has to come but who? Who has a relation with the fair? We all know there is a puffle circus so maybe PH will come or maybe something goes wrong in the fair and that starts operation blackout. Or maybe rookie will just stay. If rockhopper comes back that would be a little to crazy.
